Rule submissions for 2010/2011 season. 

1/ Super Street:Super Street changed to 11-12.99 second and street 13 second +, as per ANDRA rules.  

Rules committee recommendation: It was deemed based on racer numbers at most events, there was not sufficient numbers to warrant having a cut off or splitting the class at this stage.                                   NZDRA: Accept recommendation 

If submission number 1,  is not approved then  I would like to see Super Street ( 11-12.99) get 20 points for each round win as quiet often we have to do 2-3 rounds before we even get points.  NB: This is due to the large fields in Super Street since there is no drag racer of the year anymore this would have no effect on that. Discussion on points allocation to be reviewed later in the meeting. 

2/Sports Compact:Introduce another Class & index into Sports Compact aimed at the 10.99 and faster street cars like the EVO’s and Skylines from the night wars, they’d have to abide to the same safety rules as sports mod, but give them a lower index so they are not getting thrown in the “deep end” with a 8.4 index of sports mod, in the hope they “get the bug” and want to go faster.NB:  Because at the moment there is no real place for the faster night wars cars to run flat out. Introducing another index for Sport Mod with OEM gearbox:We would like to see the cars running an OEM gearbox be put under a separate index to the present S/M cars running clutchless gearboxes. We believe the fastest sport mod has gone with an OEM box is 9.41.NB: Present weight break of which many Sport Mod cannot achieve is not fair compensation. 

Rules committee recommendation: Have worked with drivers rep on introductory class called Street Import with its own index within Sport Compact. These vehicles are simarly classified as Sport Mod but are restricted to OEM transmission and tyre size limitations maximum ET 10.00.      

NZDRA: Accept recommendation 

3/ Allowing extended nose bodywork (up to 45’’ - 724mm) in Pro Import.NB: Re evaluation of last year’s submission.     

Note: Withdrawn by racers who submitted. 

4/ Allow any engine / body combination in Pro Import.NB: Sport Mod does not requires this nor does any other NZDRA class.

Rules committee recommendation: Agree with change.                                                                      NZDRA: Accept recommendation 

5/ Bike submissions:Reinstate D/Drag Bike  and DD/Drag Bike for 0-499cc bikes.NB: There are some of these bikes around and they need a class to run in. This class may have been omitted from the current rules. Minimum needs to be 250cc to 649cc.

Rules committee recommendation: Agree with submission with riders cc recommendations i.e. 240cc > 749cc  C/DB & CC/DB.

NZDRA: Accept recommendation 

6/Altered Bike Ignition – All - /AB must be fitted with a positive ignition cut off switch attached to the rider with a lanyard. Cut off switch must be on low-voltage side of ignition circuit.NB: No rule there at present but should be there.

7/Sport BikeGround Clearance – Minimum of 50mm with rider in position on machine.NB: No rule at present but should be there.

8/ Top Alcohol / Competition:
Propose that all PSI Blowers be excluded from AA/,  BB/  etc Competition classes.
NB: To create a clearer line between AA/ Competition cars and Top Alcohol cars.
    

Rules committee recommendation: suggest as next submission. 

9/ Overdrive limits imposed on Competition vehicles.NB: To create a clearer line between AA/ Competition cars and Top Alcohol cars.  

Rules committee recommendation: Implementation of over drive limits will be introduced. NZDRA: Accept recommendation 

10/ If a weight break should be Introduce for A/Fuel vehicles to race in Top Alcohol. NB: At least one of these is being brought to NZ.  

Rules committee recommendation: Implement A/ Fuel class so as not to harm BB/D index.        NZDRA: Accept recommendation 

11/ Funny Car:Present Rule - Body may not be lengthened or shortened?Clarification needed as all Funny car bodies are lengthened from stock!Replace with: Body may be lengthened up to 10% of original factory body dimension. (Widths may also need amending to comply with international body regulations).

12/ Competition - Altered:Rule - Vehicles must be equipped with a grill or simulated grill for body used.Replace with: The use of a grill / radiator surround is optional but if used must resemble the original in shape and contour.

13/ Competition – Top Street:NZDRA would like feedback from racers in regards to combining Competition and Top Street together at National eventns. NZDRA notes: NZDRA have always envisaged keeping open wheel vehicles and street type vehicles separate but the advent of minimal numbers at some events means combining the two index classes would keep the racing exciting and racers would be assured maximum round points at every round.  

Rules committee recommendation: Division name change Top Steet to Super Stock so as Sport Compact may be run with Top Street classed cars on Sport Compact index if numbers do not meet minimums at series rounds. Possible future expansion of Top Street class.                                             NZDRA: Accept recommendation 

14/ Junior Dragster:1/ To amend the 8.5 second E.T  Limit and amend the wording concerning the implementation of the rule.Minimum E.T dial –in restricted to 7.90 seconds or slower in the eight-mile, based on either an E.T  dial-your -own or heads-up basis, breakout rules apply. Any qualifying pass made quicker than  7.90 seconds by a competitor will  be placed at the end of the qualifying field for that round of qualifying and any subsequent qualifying pass by that competitor slower than 7.90 seconds will then apply as their best qualifying pass , Eliminations will revert back to the 7.90 E.T cut off.Any competitor running quicker than  7.7 0 E.T  in the  eight-mile or faster than 85.00 mph will be allowed one warning,(to be entered in competitors  log book ) for the event, Any competitor  running quicker than 7.50 E.T in the eight-mile  or faster than 89.99 mph at any time during the event will be disqualified from the event  and could be subject to additional disciplinary action  at the discretion of NZDRA.  

15/ To split the Junior / Intermediate classes from Senior ClassThe junior and intermediate bracket classes together as a more age E.T / mph based group.The senior bracket class to race together as a more age E.T / mph based group. You could call the two eliminations, junior and the senior group - junior pro.  This season as a number count we have junior/ junior and intermediate junior classes   17 cars Senior  class juniors  number count   19  cars , so  there is available a good  number  for  each classes to split the  fields, which  makes it a lot safe to run as age and et and mph based classes. 

Rules committee recommendation: Retain 8.50 cut off until age of participants can be brought up to 8 years minimum (presently 6years). 7.90 ET can be re submitted in two years for approval.                  NZDRA: Accept recommendation 

16/  Minimum weight ( without driver or driver apparel)  of  102  kg  (225 lbs)Removable ballast is limited to 11.3 kg  (25 lbs ).NB: The use of ballast and minimum weight cars is allowed by other overseas sanctioning bodies (e.g. , ANDRA and NHRA  as a way  to assist with keeping junior dragsters with  in the set  ET Limits and assist with loading of  polar clutches  etc (USA  designed and built cars etc).

17/ To change Steering regulation to read as follows: Karting type steering on junior dragsters must not be overly direct, junior dragsters running 8.89 ET and quicker must have rack and pinion steering only.NB: Rack and pinion is not required  under ANDRA ( junior dragster) or AHRA (American hot rod association ) junior dragster rules, but is required on a ET  based time under  NHRA (junior dragster rules )  8.99  et and faster.  

Rules committee recommendation: All Juniors require rack if faster than 8.90                            NZDRA: Agree with recommendation 

Safety / General Regulations:

18/ Licence fee’s Super Street:License fees for Super Street (11- 12.99) to be all the same.NB:  I think it is unfair that I am paying $170.00 for my limited license and most of my competitors are only paying $75.00 for their sportsman’s license, yet we are all racing in the same class.I think a fair solution to this maybe $100.00 for all super street (11-12.99) racers.

Rules committee recommendation – Sportsman / Super Street licence  = 11.00 and slower $100. Cars and bikes 10.00 and slower. (Presently 12.00 and slower).                                                                  NZDRA: Agree with recommendation  

19/ Engine Nappies:That all cars running under 11 seconds that they be fitted with an approved safety engine nappy.If above ruling is not applied perhaps a clean up charge or fine of $200 could be implemented. 

Rules committee recommendation -All cars under 9.00 & Supercharged under 10.00. Any car not fitted but should be $200 fine.                                      NZDRA: Agree with recommendation  

20/ Junior Dragster first round seeding:    To be seeded regardless of field size from the first round.

21/ All unlimited field size - seeding:    To be seeded regardless of field size from the first round.

22/ Seeding of 5 and 6 car fields:
At present with low entry numbers in some classes 5 and 6 car fields are seeded in a way that doesn’t provide for 4 semi finalists. In the age of TV and promotion of the sport, raising its profile etc this not the ideal situation having a bye run at the semi final stage. As far as points chases go it also removes 20 points every meeting as semi final points can only be gained by one driver. A change as detailed below I think would provide a better spectacle and also create a tighter point score race.  In a perfect world seeded drivers 1,2,3 and 4 should be meeting in your semi finals, under the current seeding, driver #4 has very little opportunity of doing so and all things going to plan is sitting on the trailer come semi final time while only 3 cars compete at semi final stage.
 Submission for seeding of these size fields would be.
6 car field:
1st round:
#1 and #2 get a freebie, a bye, which that would race in paired competition ( a pre-curser to a final later in the day, maybe) against each other, both progressing to the semi final. #3 races #6 and #4 races #5, the winners progressing to the semi final.
This leaves you with 4 cars remaining and seeding of those would continue on as normal, 1 v 4 and 2 v 3 and then your final.

5 car field:
Maybe your first round only consists of a "knock out" or "sudden death" type of race between your #4 and #5 qualifiers, the winner moving on to round 2 (semi final) to join the top 3 qualifiers thus leaving you with 4 at semi final stage. Weather or not qualifiers 1,2 and 3 have to make runs is to be worked out but basically they have free passage to the semi final stage anyway.
 

Rules committee recommendation – No change to Pro ladder used now – to difficult to implement on day. NZDRA: Agree with recommendation

23/ Advising Out:Something also needs to be done about cars who are clearly broken being seeded in fields. On the weekend again there was a lengthy delay as large pieces of a cars engine were picked up off the track and yet that very same car was seeded in the field for the first round. I know it would be hard to enforce as you can’t physically check or ask every driver if they are still in, but surely in obvious cases common sense would prevail.

24/Changing classes part way through the season / NZDRA season points:For the NZDRA Point Score series, racers may only enter in one class per vehicle, e.g. A/DB or AA/DB, but not both.  If a racer decides to change classification part way through the season, that may be done, but points gained when competing in one vehicle class (e.g., A/DB), cannot be transferred to the new vehicle class(e.g., AA/DB). NB: Changing classes is an easy way of gaining significant advantage at very little cost (being the cost of a tech inspection) to go to a softer factor with the same vehicle, and doing so gives the racer an unfair advantage, by virtue of the fact that not every racer can change classes using the same vehicle due to the fact that some vehicles only fit into one and one only classification. In order to keep the sport as fair as possible, and not give some racers advantages that others are not privileged to (thus giving said racers an unfair advantage), this proposed new rule makes sense, and makes the playing field fair for all, which it currently is not.

25/ Glycol in vehicles. Race vehicles / Street vehicles.

Rules committee recommendation - believe this is not an issue if the correct water absorbent material is used in cleanup.                                                   NZDRA: Agree with recommendation 

26/ Traction control in street vehicles.

Rules committee recommendation – To add in rule book – unless factory originally fitted.                NZDRA: Agree with recommendation 

27/ Record claiming at Divisional meetings. 

Rules committee recommendation – to allow records to be claimed at divisional championship meets.                                                                   NZDRA: Agree with recommendation 

28/ Junior Dragster parents – Associate membership. 

Rules committee recommendation – Parents should be Associate members.                          NZDRA: Agree with recommendation 

29/ Competition Division Note: A recommendation from the rules committee to introduce 6 additional EFI/ ECU classes to Competition division was rejected by the NZDRA board due to missing the submission dead line of 1st February although the submission did have merit.Over the next 7 months submissions are sought for the review of Competition division class regulations and equipment used for classifying purposes.  

30/ Super Stock Division (Note: not to be confused with the old class).This is the new name of the door car index class from 2010. It will encompass Top Street vehicles and possibly Sport Compact for 2010 / 2011 season but over the next 7 months submissions are sought for the review of the Top Street classes and their make up to better represent and classify these types of vehicles i.e. Separate index for automatic vehicles instead of weight break adjustment etc.
